airspace designations like we do now with planes, kinda like in the movie 5th element, basically just make the current roadway system 3d, and expand upward as needed for congestion. some lanes would be manual, some would be ai controlled, etc. also would be based on the specs of the air-car so slow shitty ones wouldnt be in the mach 3 lane or something
