Anons, this is some "burning man" artist's idea of art. He bolted together some steel or aluminum and polished it to a mirror finish, then he took a saw used in road repair and cut out a foundation to fit the monolith. On other images, you can see the overlapping cut marks where they would have had to start the saw to make the cut.
