That "Foreign" doesn't mean what you are portraying it to mean.

 

States register companies that WERE NOT formed IN THAT PARTICULAR State as: A '''Foreign" entity.

 

In the context of State biz registration it DOESN'T mean foreign to the USA.

 

We know Dominion is foreign owned & controlled.

We know it is registered thru Delaware biz reg front.

That's SOP to cover real owner identity.

This is covered ground.
