If they wanted the raid to be undiscovered it may have been the best option to leave Esper where he is, but not tell him.
Any moves beforehand could have tipped the server farm off or raised the alarm level. Also, it's possible that good guys could pick up comms bitching to Esper about not tipping them off, etc., after the fact.
The consulate is Frankfurt is now on the northeastern outskirts of the city now. East of where Abrams and theHS was. Might have been a hospital there, then, not sure.
It isn't in the middle of town anymore. Moved in 2006.
Not part of a residential area like the old one. Woods directly adjacent on the west. East side is walled off, on the opposite side of the access road. from what I remember.
Consulate subway stop. Spur line, no major impact if shutdown.
Going to add, if trains on that line were stopped, the germans had to have knowledge. Ups the ante a little, IMO.
