For Kemp,who just so happened to be the previous SoS, he would have known the valid voting records have copies in all the districts. These copies are easily accessible to the courts. If you recall, Kemp signed sweeping changes to voting as Governor. All of these changes were heavily backed by Democrats. Now either you believe the Kemp is pandering to Democrats and not going to get anything for it in the long run, or Kemp is most definitely playing a role in the plan. Heel or Hero, Kemp doesn't really seem to be doing all this alone.
