The groups involved in the art projects are called Gelitin and E Team. Both were part of the Lower Manhattan Art Council. As part of the grant, they were permitted to work and live in the WTC in the four years leading up to 9/11 on different floors, including 91 and 92 of the North Tower. They were even granted temporary construction worker IDs!
