The first sentence of the Politico article about Gen. Nakasone's confirmation mentions the word "quietly". I think this is what Q was referring to. His confirmation was done under the radar:
"The Senate Tuesday quietly confirmed President Donald Trump's nominee to lead the National Security Agency and U.S. Cyber Command."
FWIW, the article mentioned an insane number of times that it was by a "voice vote" that he was confirmed.
The last paragraph of the article is the cause for celebration in my opinion:
"Last month Nakasone told the Armed Services Committee that the U.S. must "impose costs" on its digital adversaries and said countries that launch cyberattacks on the U.S. aren't afraid of retaliation."
