Q told us or rather hinted to us what would be happening, because he knew it would be happening. Ok let's just say they were already caught and the local governments weren't yet.
The one's not CGI'd or "cloned" to imitate them are the local gov they needed to clean up.
They wrote the script played the actors and bam locals are done.
Q had no time machine. The bad actors were already done for. Make any sense? I seen it better in my head. All this was to wake people up to reset a new government.
