The requirements to "advance" become somewhat more academic rather than practical. Unless the boxes are checked, no ticky, no laundry.
The instructors, well, I picked one out of the lineup at NPS and he's straight academic. Learn something new, sure. How to apply it, or is it a decoration and points for a promotion board?
I'd say that they ones who have the feeling of unease get out and move on to other endeavors, be it outright separation/resignation or retirement.
The few that I saw go forward and knew were "unique".
But those who end up in the upper tiers are as the other anon said, advanced before they knew it.
