I think it's ambiguous.
On the one hand, small businesses are crushed, large and tyrannical corporations grow, morale goes down (esp. for the general population), health goes down the tubes (less exercise, Vitamin-D, etc.), social ties get stressed, increased abuse within families and drug abuse, etc. So, it's bad in those many respects (and more).
But, the fewer people there are clustered together anywhere, the less effective any attack would be. Even cities have emptied due to riot violence. There was an exodus from NYC, for example. The housing market is booming in upstate NY with people rushing to buy houses up there. With the population more spread out, it's harder to attack them. It's a very strategic move in that regard, which protects the general population.
It could've been pushed by either side, for their own reasons. If Trump has the power to take the wealth of large corporations that committed treason (as per his EO) and he goes through with hit, then that could be used to jump start everything when it finally opens up. The economy only looks good right now, as per the stock market, because corporations are doing well, not individuals. So, we're in a very precarious position in that way. If something like that doesn't happen to bring up the lower- and middle-class most severely harmed by forced closures of small businesses, the classes in this country will shift so far apart, it will change the structure of our economy and society in far-reaching ways.
If I had to toss a guess out there, I'd say that it was a move by [them] that was turned in our favor, both through the EO and other means. That's just a guess until it comes through, though.
