Q told us to 'follow the pen' which I originally only applied to current EOs signed, but then I followed the pen back in time to previous Presidents. Here's what I found.

This EO was meant to be used by the final puppet in the White House to give complete power over to the shadow government which many theorized operated out of Mount Weather. However, THEY LOST, and POTUS now holds all the power. Will this be how POTUS will insulate himself from what will happen? Are these EOs the boomerang in which Q spoke of?

Executive Order 11490 – Assigning emergency preparedness functions to Federal departments and agencies - Signed by Richard Nixon

SECTION 101 Purpose. This order consolidates the assignment of emergency preparedness functions to various departments and agencies heretofore contained in the [[[21 Executive orders and 2 Defense Mobilization orders listed in Section 3015 of this order. Assignments have been adjusted to conform to changes in organization which have occurred subsequent to the issuance of those Executive orders and Defense Mobilization orders.]]]

Executive Order 11490, an executive order of October 28, 1969, calls for federal agencies to prepare plans for a state of emergency that would require "over-all civilian manpower mobilization programs" and related emergency measures. The order was conceived and signed by President Richard Nixon.

Economist Howard Ruff said of the order that it gave the president sweeping authority, unbalancing the separation of powers in government, set in motion merely by the president claiming a national emergency. He said, "The only thing standing between us and a dictatorship is the good character of the president and the lack of a crisis severe enough that the public would stand still for it."[1]
