If he edited config files, init files or csv (database export) the schema was probably setup beforehand and saved on his laptop. He just needed an editor, which was on the laptop, to make the changes (copypasta).
Don't know if the data files of the voting machines are text or hex, and/or encrypted., but he needed the appropriate editor to manipulate the data file on the USB. That editor would be on the laptop. I highly doubt any type of editor would be on the machine he go the data from, thus the importance of the USB plugged into the laptop that introduced a 3rd party for the purpose of manipulation.
If it was election data on the USB it should have been secured and brought directly to the tabulating facility. This video shows is a physical (sneaker network) MITM.
