You do not send troops into an armed United States, even one that is in the midst of a very likely short-lived Civil War…
You nuke significant portions of it while everyone in the US is focused on internal conflict, and the military is likely conflicted as to which side it is on.
Then you send in troops to clean up the leftovers.
