Possible reason for Lin Wood to propose the imposition of martial law as a war preventative: he is part of the President's team, and I do not think he would say that without approval. This looks to be a public warning to the perps, and also to the citizenry, that PDJT has that arrow in his quiver. Has had that power all along, but now there is more or less a last-chance warning being given to the dark forces. It is correct to issue the warning, both morally and from the standpoint of game theory. Our side is solidly engaged in the conflict.
