No. Entrapment is when the police induce a person to commit a crime that they otherwise may not commit. It requires specificity (i.e. targeting a specific person, and inducing them to commit a crime).
Biden's party engaged in election fraud. Period. That is independent of any executive order or other plot Trump hatched to catch them. And the only way Biden could exonerate himself would be in joining Trump in demanding transparency and scrutiny over the vote counting process. (He won't because he is in on it.)
Once his team accepts the GSA dollars, with all of the blatant evidence of wrongdoing by low-level Democrat volunteers, they are effectively assuming responsibility over the actions of those actors. (Chances are, there is a smoking gun to be revealed that links Biden's team to the voter fraud scheme.)
Is it entrapment when the legislature passes a law prohibiting theft, in anticipation that somebody will engage in theft? Same thing. Biden is requesting [demanding] the GSA money. It's not being "offered" to him, as if it were a trap.
