How would it be possible for the military to take over three letter agencies if they all were cooperating? The only justification for Trump to suspend habeus corpus and declare martial would be that three letter agencies are proven corrupt and/or uncooperative; martial law is used when federal and local law enforcement agencies and courts break down and can no longer function due to corruption or something else.
Definitely not for a three-way suckfest like this.
