Barr’s job was to bring the Mueller investigation to a conclusion and to protect the C_A from exposure of its role in Russiagate &c. Durham was a containment exercise - sequester evidence and run out the clock. That is to say: prevent full exposure and protect/shepherd POTUS until out of office.

It makes it much harder to terminate without incurring allegations of obstruction of justice. But…the media would have bayed for blood in Trumps case, had he attempted to terminate the SC’s investigation. Media would run full court press in the other direction under a Biden presidency.
