In regards to AG Barr's statements. It's not a dismissal of fraud, I don't think he's been given access to the servers. Remember this is a Mil Op.
Military is the only way. All of these claims we're seeing in PA, MI, AZ, WI, GA etc are to be handled in State Courts at the State level. Everyone is focusing on that while it's important to remember the Military are involved.
They're not going to hand the server over to the DOJ for them to analyse it. Mil Intel will conduct their own investigation. Secretary of Defence is included in the Executive Order from Sept 12 2018 which means the report he makes will be collated along with that of the DOJ and handed to the President.
The Military are going to handle all the aspects of foreign interference which will provide the greatest evidence of fraud. Either way, AG Bill Barr will get to see the evidence in the reports Sec of Defence Chris Miller will provide to the President.
