It says INCLUDING Crossfire Hurricane, Mueller, and any kind of intelligence and counterintelligence activities directed at any 2016 campaigns, and Trump's presidency. Very important.
And the date is very important, it was done without regard to any outcome to the 2020 election, which as of now is still being disputed and not properly certified.
The real question is… WHY NOW. The letter specifically says the announcement would be delayed until after the Nov 3 election for privacy and investigative concerns.
That tells me his work is completed.
