Former federal prosecutor Andrew McCarthy argues Barr's appointment of Durham as "special counsel" is just window dressing b/c Durham is currently employed by DOJ: Under Section 600.3 of the regs, “The Special Counsel shall be selected from OUTSIDE the United States Government."
