Well apparently he's reactivated his account recently. When I temporarily deleted my twitter than re-enabled it took a couple days for my follower count to return to normal even though they saw my tweets. That's what is happening here.

He reactivated his account on the 13th of April. It takes a lot of time for twitter to redisplay his account. Any claims he gained or lost millions of followers are fake news.
