USMC reorganizing goes beyond dismissal of main battle tanks. Now we are hacking heavy lift and standard rotor elements along with MP units. Boys, we are going to space!!! Unfortunately, 29 Palms is more likely to be converted to a space port than abandoned like everyone stationed there hopes it would be.

This is a great article and may answer one of Q’s questions. The POTUS (per Title 10) can modify the duties of the USMC.
