I was thinking its because there is no official outcome until all 50 states certify. Also, the technicality that election fraud doesn't (based on what I have read) become a crime until results are certified. So might as well wait until all 50 certify and let them all complete their crimes before any prosecution. I'm sure they're watching closely.
