There does not have to be a new Law. The original CSA provides a mechanism by which substances already listed can be RESCHEDULED. So, if MJ is rescheduled from a Schedule I drug to a schedule II or III or IV or V or REMOVED entirely from the list of scheduled drugs. It can be done w/o a new Law.
