I found the source of the Biden only ballots and why they kicked out the poll watchers!

If an absentee ballot down ticket section is spoiled or otherwise inelligible, they aren't supposed to cure the down ticket section (it gets discounted) but otherwise the ballot is counted i.e. the presidential section (if it is filled in correctly) is counted.

So all of those Biden only ballots with no down ticket selections are cured ballots. Massive fraud and this is the source of all of it!
