Dig on Smartmatic and CTV mentions in FOIA dump

They mention using Smartmatic for Haiti's upcoming election. Then in attached PDFs they have a play by play of Haiti's election. US Department of State and US Haitian Embassy officials involved. Also mentions of CTV (Confederación de Trabajadores de Venezuela) (note I'm assuming that's what's meant by CTV, could be wrong.)

What they speak of is voter turnout, waiting to decide on thresholds of quarantine votes until they have voter turnout numbers…

Maybe im reading too much into this, but with Bill Clinton wanting Smartmatic for Haiti, then US Department of State (with Hillary Clinton) actively observing the Haitian election AS ITS HAPPENING with mentions of operators controlling vote procedures is very very odd to me.

While I'm at it, here's an article about a US Senator writing a letter to Hillary asking to look into US citizenship status of officials involved in that very same fraudulent Haitian election:

“I am writing to urge the Department to take appropriate steps to convey our concern, including assessing the visa suitability and the lawful permanent status in the United States of Haitians officials who may be involved in election fraud,” Sen. Patrick Leahy of Vermont wrote in a letter to U.S. Secretary of State Hillary Rodham Clinton.

The 2011 Haiti Election was fraudulent as fuck, and these live updates being given by DoS officials after Bill Clinton wanting Smartmatic for Haiti is just a flickering a light bulb over my head. I wish someone with more experience on what the terms they speak of (PVs, quarantined votes, etc.) would look at these.
