Q Clnc gets you into restricted nuke data/info. Why would the SoS have a need to know that set? TS/SCI,okay, likely humint stuff as well.

The alternative would be that Q clearance does not refer to the DOE security clearance but rather the clearance of getting US uranium to russia via canada then europe over to russia or iran. A result of the "russian reset". Seem to recall that Obama viewed Russia as friendly with respect to that atomic energy act…you know…the thing.
