What is the overall goal of this?

 

The overall goal is multi-faceted, one part being the complete destruction of small businesses, another part is having the majority of the population living off of government assistance. The lack of proper supportive measures for small businesses combined with the completely unreasonable limits being placed upon them can only lead to permanent closure. Also consider that this is just the start, the unemployment crisis is expected to worsen and with it comes the increased closure of small business and reliance upon government subsidies. With all of this in mind, the end goal becomes clear. This is a form of gradual economic enslavement, disguised under a global pandemic.
