there are four "spiritual" environments man can dwell…
1st and lowest can be symbolized as the sea…
2nd can be symbolized as dry (waterless) ground…
3rd environment can be symbolized as the (h)eavens - but it just happens to be occupied with eagles (a predatory & unclean bird) as well & the sun, moon & stars… symbolism for the roles mankind plays
4th environment as a place where being completely subservient to the will of God becomes a new nature/creature.
