He knows enforcing it is unconstitutional.
A violation of the People's unalienable rights.
So, he's gonna "ask" and expect people to consent.
The only way to take your unalienable rights, i.e. God-given rights, is by your consent or by FORCE.
The latter is tyranny.
He will "ask" and expect LEOs to enforce a request that is NOT law.
And . . .
They most will do it.
