Rand Corp goes way down the rabbit hole. They apparently are the ones who are contracted to build alot of the DUMBs.
It was heavily implicated when the original set of files was released that the reason the remainder weren't released was because of "persons still alive who may be named in these files".
I think it might have been a POTUS tweet that said something along these lines.
