Lincoln's actions were not Constitutional. Only Congress has the authority to suspend Habeas Corpus.
The authority to suspend Habeas Corpus is found in Section 9 of Article 1. Article 1, Section 1 makes it clear that the enumerated in the article are given to the Legislative branch:
"Article. I.
Section. 1.
All legislative Powers herein granted shall be vested in a Congress of the United States, which shall consist of a Senate and House of Representatives."

Although General Flynn actually retweeted that, I'd say he or the people behind the ad are misguided.
Let us not succumb to hero worship, or to an ends justify the means rationality. That is the Enemy's path, not ours.
Limited martial law may be needed to be enacted by Trump, but Lincoln's suspension of Habeas Corpus was not this country of the Constitution's finest hour.
