Just one of the ways government manages its own democratic processes. Demographics targeted to be squeezed out of areas (think things like gentrification, local and state policy changes, business closures in certain industries) or lured to areas (think new businesses in certain industries, subsidizing cost of living e.g. cheap housing like Las Vegas). All of this has been intentionally directed to the end of managing the balance of political demographics.
