It's always about "oh, well that was totally unexpected, we are just incompetent dumbasses and didn't do that intentionally"

It always includes "you are not required to wear one because of medical reasons"

 

When you don't wear one, police or whoeverthefuck will either ask for attestation from a MD (which is not even mentioned in the mandate itself) or ignore that altogether and still enforce it.

 

At the same time put preasure on MDs so that they don't write such attestations for their patients.

 

In the end this means:

They are not guilty for health issues because "you could have simply not worn one", also we never said that an attestation is required.

 

In the end the guilt can be put on all the random idiots running around.
