A theory that's been around, but some anon articulated it very well last night.
Wish I had the energy to find it, but to summarize, basically he had to make deals and let some swamp in to get anything done, for instance, Reince Preibus (RNC deal). Also needed RNC to secure re-election. That's why he waited until after the election to start going scorched earth at the DOD/Pentagon. A theory of mine is that the depths of the swamp is such that not a single position of importance can get a Senate confirmation without a deal, including the Supreme Court nominees, hence his first three FED picks never got a floor vote in 4 years.
