Vulcan is the Roman equivalent of Hephaestus of Greek Mythos. Hephaestus was the smith of the gods, so to speak. He is most well known for forging Zeus' thunderbolts. Perhaps ol' queen LizardBreth was telling that they have no new offensive tactics. Vulcan, responsible for arming the gods, has failed.
