The intrinsic problem with the index is that when you scroll down, you get the General Thread that was last posted to.
When and IF, all threads are filled or locked there is no issue and it works just fine.
The problem arises when there are incomplete and/or unlocked threads, you are then posting in something other than the current thread (which also bumps it to the top for the next unsuspecting person who makes the same mistake).
IF BV and/or BO performed their functions at all times it would never be an issue.
