Why are states allowed to mandate wearing masks that do not prevent the spread of COVID?

One last thought, Japan killed app. 2300 at Pearl Harbor.
IF you use the CDC COVID death numbers, China and friends have killed app. 275,000 in the U.S. (Not to mention the election interference.)
The United States unleashed hell on Japan for far less.
