I think yes, the threat to national security will be declared.
At that point the 9/12/2018 Executive Order will take center stage because it specifically authorized the military to monitor our elections to prevent foreign interference (Russia, Russia, Russia, remember?)
The military will come forth with forensic evidence at the network packet level laying out data flows from US states to Germany and elsewhere, along with the return traffic.
That will open the entire foreign angle. Who is behind this? How did it happen? Who cooperated?
