The reason behind the plastic film covering the pinpads is to avoid damaging them when they wipe them down. They only wipe down the plastic film.
When the "pandemic" started they were spraying the pinpads directly instead of wiping them down, so lots of them had to be replaced (way many more than usual).
The rest of that is complete nonsense.
