The most important word in

"Innocent until proven guilty"

is the word 'proven'.

 

Arrests happen after an official of the court asserts a crime can be proven.

Prosecution happens after the court decides the evidence is substantial enough and the crime is provable beyond a reasonable doubt.

 

Someone in an official capacity has to order the indictments.

Like a police officer, a judge, or attorney general.

One can make accusations all day long, but until a court official makes a declaration, nothing will happen.

 

That's how the bad guys keep getting away with shit.

They've installed officials that won't give the order.

They cover their tracks enough to create a reasonable doubt.

Criminal organizations understand this stuff and that's why you can't just start arresting people one by one, because when word gets back to the organization, they turtle up to protect the rest of them.

Then they change tactics.

Gotta get them all at once, take a bunch of key players, or hit them from the top down to really make an impact.

That's partially why 'nothing ever happens'.

Too many pieces placed strategically on the board to deal with all at once.

Moves and countermoves is a big statement.
