It is not a surprise to me as most cops (living paycheck-to-paycheck) don't want to bite the hand that feeds them, but where they have drawn an (arbitrary) line in the sand.
The only thing I can tell you is that your freedom is the highest priority, until such a time that the scumbags realize that not only the law, but public opinion are against them.
Cops enforce a lot of laws that are unconstitutional, but through ignorance, and/or lack of support, they enforce anyway, in spite of knowing that the laws they are enforcing are complete bullshit.
There is no easy legal answer to your concerns. Until the governor's are slapped down hard, and face consequences for their actions, we are going to have to learn how to "walk between the rain-drops" until something drastic happens. I wish I had a good and definitive solution to your problem, but we are in uncharted waters when it comes to Covid, media influence and the capitulation of the populace.
Take heart in knowing that there are a lot of people that are challenging the system, but their challenges are not being reported in the media.
