SACRAMENTO — California Democratic lawmakers so far have failed to convince Gov. Gavin Newsom that the state can afford to spend an estimated $2.6 billion a year to expand its Medicaid program to all unauthorized immigrants.

 

Rather than working independently, a fiercely liberal state senator from Los Angeles and a moderate Assembly member from the Central Valley are joining forces to pressure Newsom to make California the first state in the nation to cover every income-eligible resident regardless of immigration status. Unauthorized immigrants up to age 26 can already qualify for Medi-Cal, the state's Medicaid program for low-income residents.

 

Emboldened by the win of Democratic President-elect Joe Biden and spurred by the urgency of the coronavirus pandemic, state Sen. María Elena Durazo (D-Los Angeles) and Assembly member Joaquin Arambula (D-Fresno) plan to introduce a two-bill package on Monday that would cover unauthorized senior immigrants first, and eventually the remainder of California's undocumented immigrant population.

 

California currently covers about 200,000 unauthorized immigrant children and young adults, according to the state Department of Health Care Services. The state budgeted about $375 million to cover young adults ages 19 through 25 this fiscal year, but does not track spending for undocumented immigrant children, according to the state Department of Finance.

In September, Louisiana's Jefferson Parish Public Schools suspended a 4th grader—Ka'Mauri Harrison—for six days because he allowed a BB gun to briefly appear on his screen during virtual Zoom school. On Friday, the school board declined to remove the suspension from his permanent record, according to local news.

 

The Woodmere Elementary fourth-grader said he was moving the BB gun so his brother didn't trip on it when his teacher saw in during a virtual classroom session.

 

The Harrisons have argued their home is not an extension of Ka'Mauri's classroom. The school system has stood its ground and refused to change his record.

 

That happened even after a new law was passed—and named in Ka'Mauri's honor—to deal with similar situations.

 

"Are you aware you were suspended because you brought a BB gun to school?" Chelsea Cusimano, the Harrison family attorney, asked Ka'Mauri as he testified during the hearing.

 

"I didn't bring my BB gun to school," he answered.

The Arizona Supreme Court agreed Monday to hear an election challenge brought by the state’s Republican Party Chair Kelli Ward concerning mail-in ballots in Maricopa County.

 

A lower court judge dismissed her case Friday, but she took the challenge to the state’s highest court and has said a small sample of ballots and envelopes she was able to inspect showed some irregularities.

 

Arizona results show presumptive President-elect Joseph R. Biden topping President Trump by about 10,457 votes, or 0.3%.

Vote-counting in the final unsettled House race of 2022 has been delayed, again, by a coronavirus case at a central New York elections office.

 

In New York's 22nd Congressional District, former Rep. Claudia Tenney, a Republican ousted in 2018, leads Democratic Rep. Anthony Brindisi by 12 votes out of hundreds of thousands cast, according to unofficial results through Monday.

 

But a COVID-19 case at the Oneida Board of Elections center is delaying further counting.

 

Brindisi was behind Tenney by 28,422 votes based on in-person ballots received during early voting and on Election Day, but almost 60,000 mail-in ballots were also cast. This cut into Tenney’s lead and brought her down to just a 100-vote margin lead. Brindisi decided to challenge the ballots in court, bringing him ahead 13 votes at one point, but he fell behind by 12 votes later.
