So essentially, when they attempt to suppress the flow of information re: leaks/DECLAS, the gov will kick in with a system to ensure the flow continues - critical infrastructure. Some next gen tech aimed at circumventing being on our grids altogether (power, internet, etc). ‘Waves’ likely describing how this is done (micro, electromagnetic….). This will ensure critical infrastructure for the flow of information is maintained.
