The reason that suits them is that annual budgets, World Economic Forum meetings and various other decision-making occasions happen once a year.
So once a year they'll meet at Bilderberg and Davos and roll out a plan for the year ahead, and a vision for the future beyond it. That's when they'll decide or reveal (to insiders) what to put into the vaccines that year.
There's no point vaccinating people every few months. Policy doesn't change that fast.
