Anon theory: She has a personality disorder, and has run afoul of the law. A few possibilities come to mind. She was served in order to prevent her from harming someone that she had threatened. She was served in order to facilitate an investigation stemming from her cyber-stalking. Or, if you would like to move to less likely alternatives she was served because she had been communicating with a handler who had been urging her to manipulate data while employed by Florida, or who had urged her to generate massive waves of corona fear-porn.
She also strikes me as an obvious clown mark to be employed as a swallow.
