I would love for YouTube to explain why U.S. Deparment of State content is labeled as "made for kids."

Is this some sort of weird requirement for certain gov accounts? I've only ever seen these warnings (prevents commenting, saving to Playlists, etc) on content like animations. Seems odd is all, this content is obviously not targeted towards children as a primary audience.
