Okay, been thinking on this. Is it possible that anyone who expects to have a social credit score that allows them to obtain any kind of decent job/position/business, or be allowed to leave China, must belong to "the Party"? It's like the Nazi Party was in Germany. Anyone who expected to own a business or "be successful" was expected to be a member of The Party. I would expect any "college student" that is "studying" abroad would be a member of The Party.
I don't see much coming from this big leak. It reveals nothing unknown or unexpected.
