Q was explicit about the tense in the two different sentences. There would NEVER be any private comms, but outside the platform, none prior to that.
According to what was decipherable in those instructions, the new specs were rolled into an alt site. Completely different setup and server configuration. What you are looking at is a common server used primarily for archival purposes.
