CNN is not a broadcaster. They don't own a single intentional radiator or transmitter station for operation within the Television Broadcast Spectrum.
They have transmission facilities for satellite up and downlink, and those freq's are licensed, but that does not require them to tell the truth.
What you need to do is make them admit on air before every broadcast they bill themselves to the lawyers and judges and regulators as Entertainment Programming, not News. That's how they get around all News related standards.
